Since 1988, the Canadian Transportation Agency has had a mandate to protect the human right of persons with disabilities to an accessible transportation network.

We can resolve individual complaints about accessibility through facilitation, mediation or adjudication.

We create regulations, codes of practice and guidelines for accessibility – and we promote them through proactive communications and outreach.

We also regularly visit transportation service providers, airports, and federal rail and marine terminals to verify that equipment and facilities are accessible and employees have the training they need to serve persons with disabilities.

For advice on accessibility issues, the Agency consults its Accessibility Advisory Committee.

The Agency's jurisdiction

The Canadian Transportation Agency helps ensure that any undue obstacles to the mobility of persons with disabilities are removed from federal transportation services and facilities:

  • air carriers operating within, to, or from Canada;
  • rail, ferry and bus carriers that operate between provinces or territories or between Canada and the United States;
  • airports, rail stations and ferry terminals located in Canada; and
  • services that are integral to the transportation services provided by a carrier or terminal located in Canada.

Accessible transportation consultation

The Agency consulted with its Accessibility Advisory Committee and Canadians on how regulatory measures can help make the federal transportation network accessible for persons with disabilities.

The Agency completed consultations on all elements of this initiative in summer 2017. It reviewed comments and released a What We Heard summary report. The Agency is currently drafting regulations, which should be implemented in 2019.
